Immigration: High Paying Jobs American's Won't Do

Well, $ 34 an hour annualizes out to about $71,000 a year; well above median family income in the US, so I'd tend to agree that would be attractive to many workers. You may be correct that this problem is unique to Orange County. Also, with real estate prices being as they are in CA, that $ 71K won't go too far out which may also have an impact on finding workers.
